The purpose of creating and preserving rights is the development of human personality. The right to culture and education is paramount. The right to education has been recognized as a fundamental right. All communities of citizens are given the right to use their own language, culture and script. Article 29 recognizes the right of admission to wholly government or government-aided educational institutions irrespective of religion, caste, caste, language, class.
